Ladies, please help me.. which one looks best? (clothing opinion)?

Okay ladies, I need some help. I bought this dress; a href="http://www.childrensplace.com/webapp/wcs…" rel="nofollow"http://www.childrensplace.com/webapp/wcs…/a (the red white and blue one) and these shoes; a href="http://www.payless.com/store/product/det…" rel="nofollow"http://www.payless.com/store/product/det…/a For my Daughter who is 10 weeks old to wear to her Daddys Basic Training Graduation. It's held in San Antonio TX where it's currently in the 60's - 70's. Do you think she will need to wear tights or will cute socks be okay? If you choose tights, will they look okay with the shoes.. or will socks look better with the shoes? Thanks for the help. This is a big deal. Haha. I want her to look as adorable as can be. He hasn't seen her since she was a few days shy of 3 weeks old and she'll be 11 weeks when we go :)
