My sister has her kids still in cribs, bottles, and pacifiers?

My half sister has 4 kids and their all late on there transations. their 4 1/2 yrs , 3 1/2 yrs, 2 and a half yrs, and 10 months. im not worried about the 10 month old yet. the 4 yr old has sippy cups and a toddler bed and no pacifiers. But the 3 1/2 ,2 1/2 , are in cribs have pacifiers are nursing and have bottles. there yard has 4 baby swings and when i saw the 4 yr old in a baby swing i bought her a big girl one and she refused. Im trying to clue my sister that she has 2 toddlers and 2 babies the toddlers need to be treated like toddlers but i havent came straight out yet. they have a quad stroller, that they all ride in which is fine but alot of the things they need to get off of bottles, etc. arent happening what should i do?
