Need Help With Stereo In my 1998 Plymouth Neon?

When i turn the car on the stereo will go up way louder than when i actually start the car. when i start the car if i try to turn the volume the speakers make crackling noises even though their brand new. it works when the car is on but not started. what is the problem here?
